Volgens het rapport van de Hong Kong Archeologische Vereniging waren er al mensen gevestigd in Tsuen Wan zo’n tweeduizend jaar geleden. In vroegere tijden stond het bekend als Tsin Wan (淺灣), wat ondiepe baai betekent, en later werd het hernoemd tot Tsuen Wan. Een andere naam, Tsak Wan (賊灣, Hakka dialect uitspraak: tshet wan), piratenbaai, duidt op de aanwezigheid van piraten in de omgeving lang geleden. In feite stond het gebied rond het Rambler Channel bekend als Sam Pak Tsin (三百錢), wat letterlijk driehonderd munten betekent. Volgens een legende zouden piraten driehonderd munten innen van iedereen die het gebied passeerde. In 1911 woonden er ongeveer 3000 dorpsbewoners in Tsuen Wan. In de twintigste eeuw vestigden fabrieken zich geleidelijk in het gebied vanwege de nabijheid van Kowloon. Met de aanleg van Castle Peak Road in 1917 konden motorvoertuigen het stadje bereiken, naast de bestaande toegang te voet en per boot. Regelmatige busdiensten begonnen pas in 1933. De vroege industrieën maakten gebruik van de overvloedige lokale watervoorziening voor de productie van wierookstokjes, gekonfijt fruit en landbouw, terwijl de naoorlogse industrieën metaalwaren en textiel omvatten.
